How to fix a toilet to concrete floor.

I can remember when i started my apprenticeship as a plumber every toilet pan was secured to the floor with a sand and cement mix mortar. I m fitting a toilet pan onto a ceramic tiled bathroom floor. And before anybody shoots me down for not fixing pans to concrete floors i have had more problems with our plumbers trying to fix them down by either cracking them braking them or slipping with drills and scratching them so we now silicone them to floor which when the silicone has gone off and the cistern is fixed back to the wall makes the toilet just as solid as if it was screwed down. You need to clean the area around the bottom of the toilet and then place a new wax ring on the repaired flange.

The pan wobbles a bit when it is sitting on this floor where it is to be fitted. I need to fix the pan to the floor but the only fixing points i can see are 2 holes on either side which go horizontally through the pan. My question is do i have to screw the pan down to the floor or can i just stick it down with silicone sealant. The cistern and the internal parts were all inplace when delivered and fixing it to the pan was a straightforward job. There must be a 3 inch diameter drainage pipe rising up from the concrete as well as a water supply pipe coming from an adjacent wall. First set the toilet in place without the wax ring and square it up to the wall.
